New York State Open Meetings Law:

Town planning boards in New York State are required under the Open Meetings Law to keep minutes of all meetings that constitute a public meeting. Any meeting where a quorum is present and board business is discussed is considered a public meeting under the Open Meetings Law.  This includes any gathering of a quorum of board members whether it is a regular, special, or annual meeting. The minutes must record at least the proposals, motions, and resolutions discussed, and votes taken, as well as attendance, the time the meeting began and ended, and any disclosures of conflicts of interest.
